Nelsnick Enterprises teamed up with Hall Consulting Inc. to provide a master plan for the development of a multi-use trail for the Town of Sharpsburg. The study included an analysis of an area within a mile of the Town Limits. Several routes were developed as part of an extensive public out-reach process.
Residents selected their preferred routes on a display at the open house in August 2007. Each attendee was given $500,000 in “MUTS Bucks” and allocated them as they desired to each route. The final priority was based on overall system connectivity, access to activity areas, and availability of right-of-way.
These final priorities had their construction cost estimates updated and a design/construction schedule developed. The finalized master plan identified funding sources and provided the necessary ordinance and rules for the Multi-Use Trail.
