Nelsnick Enterprises teamed up with Pharr Engineering and McGee Partners to develop a Short-Term Transportation Plan for the City of Cartersville and Bartow County. Nelsnick Enterprises was responsible for data collection and analysis, all document mapping and text preparation and assistance with public presentations and public meeting notes.
The data collection consisted of all relevant Geographic Information System coverages from Georgia and Bartow County for the project. This included orthorectified aerial photography, the road network, jurisdictional boundaries, lakes, and rivers, railroads, bike routes and airport facilities. The Highway Characteristic database was utilized to develop mapping of number of lanes, speed limits, signage, functional classification, and jurisdiction. The state crash database was utilized to map location of accidents over a two-year period.
Analysis of the data was based on the Highway Capacity Manual using the planning level methodologies for road segments and intersections. For crash data, the number of crashes for intersections were compared to metropolitan Atlanta averages to identify above normal crash rates. Road segment crashes were compared to state-wide averages.
Nelsnick Enterprises prepared the PowerPoint presentations for all public meetings and developed the final study including all mapping and public meeting notes. Pharr Engineering and McGee Partners developed the project list and cost estimates based on the analysis provided by Nelsnick Enterprises and Public Input. Pharr Engineering provided project management and document quality assurances. The final document was utilized to identify projects for Special Purpose Local Options Sales Tax usage.
